Open Government and Big Data Manager
for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
The key objective of this assignment is to assist the e-Government Center at the State Chancellery in the development and implementation of the Open Government and Open Data Programs, the release of a pipeline of public datasets and related data applications, social awareness of the open data initiatives and the increase of government transparency in the delivery of improved public services to citizens and business.
The Open Government and Big Data Manager will undertake the following tasks:
Open Government Action Plan
•Monitor and coordinate the implementation of the Open Government Action Plan.
•Provide support and guidance to Government institutions in the development and implementation of the national and institution-level Open Government action plans.
•Manage the upgrade of the action plan with new commitments in 2013.
•Organize meetings with open government focal points in Government institutions to discuss issues related to the implementation of the Open Government Action Plan and provide feedback and solutions.
•Promote the development of the Open Government Partnership principles in Moldova through creating social awareness of the Government efforts to achieve transparency, and engaging civil society in the government decision-making process.
Open Data
•Manage date.gov.md portal by approving datasets, contacting ministries in case of mistakes, and answer to data request.
•Manage the improvement of the open data portal and its functionalities in the front-end as well as the back-end.
•Monitor the implementation of CKAN into the open data portal.
•Coordinate released of public data on date.gov.md through coordination with open data focal points.
•Manage meetings with open data focal points in ministries, public agencies and their subordinate institutions to discuss issues related to the release of data.
•Organize events for training and promotion, including meetings with Ministries and agencies, meetings with development partners and civil society, events with developers and NGO’s, roundtables and seminars with embassies and government officials, and other activities and functionality on data.gov.md to increase public input and participation in open data efforts.
•Engage with civil society, IT developers, academia, journalists and international partners active in the Open Government Data sector, in order to create visualizations of data and other applications that show the usefulness of open government data; coordinate the organization of challenges, contests and other app development events such as the Apps Contest organized in May 2012 by eGC.
•Compile performance measurement indicators on the Open Government portal and Open Government program, to be presented at monthly CIO meetings, for development partners, and other communication and promotion efforts.
•Guide and provide technical support to government agencies in publishing datasets on the portal and ensuring data consistency and accuracy.
•Work closely with the eGC team to develop concepts, technical requirements and mechanisms for the creative and effective use of ICT in pursuing eGC objectives.
•Undertake other activities as requested by the supervisor, related to meeting the eGC objectives.
Big Government Data
•Assist the enterprise architect in the implementation of the interoperability framework on segments related to government data infrastructure.
•Elaborate the model for the Open Government Data Catalog.
•Provide support to ministries in collecting information for the Open Government Data Catalog
•Elaborate the model for collecting government data classifiers.
•Provide support to ministries in collecting government data classifiers.
•Contribute to the elaboration of national government data standards.
•Collaborate with the Ministry of ICT in elaboration of the Public Sector Information re-use directive and other events related to this subject.
Communication
•Manage the communication about Open Government and Open Government Data with civil society, private sector and developers through meetings, events and social media.
•Participate in local and international knowledge exchange.
Minimum qualification requirements:
-University degree in economics, statistics, public policy, public administration, computer science, engineering, or related fields (e.g. information systems, information technology).
-Demonstrated work experience in implementation of similar projects and in data management of over 2 years.
-Knowledge of Computer data input equipment, Business Intelligence frameworks, Business Analysis and data management process and procedures.
-Abilities to work with large databases and enter large amounts of data;
-Familiarity with open government and open data initiatives.
-Excellent team work, communication, management and leadership skills.
-Ability to effectively communicate and write in Romanian and English languages (required)
-Experience in project management is highly desirable.
This is a full-time assignment. The contract will be signed for a period of 12 months with a probation period of three months, during which the contract can be terminated. The contract could be extended beyond the original term subject to the consultant’s satisfactory performance.
