GOVERNANCE e-TRANSFORMATION PROJECT 
Credit No. 5000-MD 
Assignment Title: Communication and PR Company

The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services. 

The consulting services (“the Services”) include assistance – consultancy and support – to the State Chancellery in assuring the visibility of the GeT Project, supporting the change process at the level of public sector, citizens and business’ behaviour and mind-sets, needed to sustain the e-Transformation Agenda and the increase in uptake of the e-services and consume of technology in government, society and business.

The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:

  • Professional experience in communication and public relations (during the last 3 years).
  • Demonstrated successful experience with communication activities, namely:
    • copywriting and content development, 
    • editing and production of promotional materials, 
    • media relations, 
    • online PR, 
    • writing and updating websites, 
    • media monitoring.
    • Experience in working with governmental organizations in implementing communication campaigns for promoting democratic reforms.
    • Experience in implementing communication campaigns in governance and public sector reform, targeting social behaviour and mind-set change.
    • Experience in working with international organizations (successful experience with World Bank and UN agencies would be an asset).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.    

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
