Governance e – Transformation Project

Procurement of Software Licenses for M-Cloud Platform and Development of platform level services

1.    The Republic of Moldova has received a credit in an amount equivalent to US$ 20,000,000, from the International Development Association toward the cost of the Governance e–Transformation Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for ICB #9 – C.2.1 “Procurement of Software Licenses for M-Cloud Platform and Development of platform level services”.
2.     The State Chancellery now invites sealed bids from eligible and qualified bidders for the supply of Software Licenses for M-Cloud Platform and Development of platform level services.
3.     Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: "Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers", dated January 2011 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

The Bidders shall meet the following minimum qualification criteria:

  1. If Bidder is Manufacturer:
    1. Financial Capability
      The Bidder shall furnish documentary evidence that it meets the following financial requirement(s):
      -    The average annual turnover of the bidder should be not less than USD 450,000.00 (four hundred and fifty thousand US dollars) or equivalent, for the most recent three (3) years.  Where the Bidder is a Joint Venture the sum of all Partners' average turnover amounts may be used.  Also, where the Bidder is a Joint Venture, the Partner in charge must have had an average annual turnover equivalent to at least half of the amount required for the most recent three (3) years.
      The Bidder should provide audited financial statements and balance sheets for the last three complete financial years demonstrating the soundness of the Bidder’s financial position and demonstrating that it has the financial resources necessary to handle the requirements of the proposed Contract.
    2. Experience and Technical Capacity
      The Bidder shall furnish documentary evidence to demonstrate that it meets the following experience requirement(s):
      -    It should have been in operation for a minimum period of 3 years with similar part of IT business being the provision of similar Goods.
  2. If Bidder is not manufacturer:
        If a Bidder is not a manufacturer, but is offering the Goods on behalf of the Manufacturer under Manufacturer's Authorization Form (Section IV, Bidding Forms), the Manufacturer shall demonstrate the above qualifications (i), (ii) and the Bidder shall demonstrate that it has successfully completed at least 2 contracts of similar goods in the past 3 years.

A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

5. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of USD 50.00 or equivalent in a freely convertible currency. The bidding documents may be collected by hand at the address specified below or will be sent by courier.

6. Bids must be delivered to the address below at or before 15:00 local time on February 14, 2014.  Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below at 15:00 local time on February 14, 2014. 
7. All bids must be accompanied by a Bid Security of USD 4,000.00 (four thousand US dollars) or an equivalent amount in a freely convertible currency.
