e-Record
The criminal record is a document that certifies whether an individual or a person has been convicted or if any criminal measures have been taken against them. To simplify the procedure for obtaining this public service, the Ministry of Internal Affairs, in partnership with EGC, launched the e-Record public service. With this new service, citizens can submit applications for the record online.
In order to request this service, citizens will only need a computer connected to the Internet. Thus, they do not depend on a fixed schedule of the institution to request a service; the request can be recorded anywhere and anytime, 24/7. The e-Record can be requested online, on the servicii.gov.md portal. The applicants can access the e-Record, where they enter the IDNP. If they do not have a IDNP, they can complete the application with personal data from any document proving their identity. They will then confirm the data and print the registered request receipt. With this receipt they can pay the fee at the bank or at payment terminals, within seven days.
The only time citizens need to be present at the counter is to pick up the document, on the date indicated in the receipt from the Department of Information and Operational Records MIA or at police stations.
People who need a criminal record and do not have Internet access can go to the bank to request the completion of the application for the criminal record by the bank employee.
The e-Record is also accessible through payment terminals. In the country, there are about 800 mobile points, QIWI payment terminals from which the application can be completed, sent and paid.
Accessing public e-Services can increase transparency of the governance by reducing corruption and ending the bureaucracy of the system.
