The State Chancellery is seeking: PROCUREMENT CONSULTANT LOCAL CONSULTANTS for Moldova Governance e-Transformation Project [3]
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.
The State Chancellery now invites individual consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.) and meet the minimum qualification requirements.
The objective of this activity is to assist the State Chancellery, including the e-Government Center, by providing consulting services in procurement issues to ensure timely preparation and implementation of the Moldova Governance e-Transformation Project and compliance with the Financing Agreement, World Bank Procurement Guidelines (January 2011 version) and the Moldovan legislation. This implies, but it is not limited to the provision of organization and unfolding of procurement activities under the Loan.
Minimum qualification requirements:
- University degree in areas such as economics, engineering, finance, law and other related fields.
- Knowledge of the World Bank procurement rules and procedures
- At least five (5) years of relevant experience in procurement of goods, works and services in accordance with World Bank or other donor rules
- Good knowledge and skills in standard office applications (spreadsheets, word processors etc.).
- Excellent communication, interpersonal and team working skills.
- Knowledge of Romanian, Russian and English languages.
This is a part-time assignment (time-based contract) planned for 6 months spread over the period November, 2013 – April 2014, with the possibility of extension based on Consultant’s satisfactory performance.
