for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector. The project is aimed to benefit all users of Government services in Moldova. It has two main components, specifically: (1) Support for e-Government Center and Enabling Environment; and (2) Shared infrastructure and e-Services.
The key objective of this assignment is to assist the e-Government Center at the State Chancellery and contribute to improving the quality, efficiency and sustainability of the project management process at all its major stages from planning to post-implementation evaluation under various initiatives implemented within the Moldova Governance e-Transformation Agenda.
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
- University degree in political and administration sciences, economics, business administration, finance, ICT, or other related fields.
- At least 5 years of relevant experience in monitoring and evaluation or Performance Management sphere in organizations or projects related to reform processes implementation, public policies in various branches of national economy.
- At least 5 years of experience with World Bank and/or other donors financed projects.
- Demonstrated work experience in undertaking similar assignments and ability in drafting reports, coordinating data collection efforts etc.
- Experience in coordinating the implementation of projects/packages referring to survey, studies, assessments performance
- Abilities of policy document elaboration, strategic planning and general project management
- Excellent organizational, team work, communication, management and leadership skills.
- Outstanding ability to effectively communicate and write in English and Romanian languages.
Time Frame: This is a full-time assignment expected to commence in February, 2013. The contract will be signed for a period of 11 months with a probation period of three months, during which the contract can be terminated. The contract could be extended beyond the original term subject to the consultant’s satisfactory performance.
