GOVERNANCE e-TRANSFORMATION PROJECT

Assignment Title: International Individual Consultant to provide technical evaluation of bids submitted under ICB#7 Procurement of Interoperability Platform

Reference No.: 2.2.2.
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank's assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector.  The project is aimed to benefit all users of Government services in Moldova. It has two main components, specifically: (1) Support for e-Government Center and Enabling Environment; and (2) Shared infrastructure and e-Services.
e-Government Center has launched ICB for Procurement of Interoperability Platform, which contains at its core the implementation of a National Service Bus, connected with a Systems Catalogue and Semantic Catalogue, as well as a Business Process Engine. The procurement also includes associated services, such as installation, configuration, training and warranty services, as well as technical support for the piloting period
An International Individual Consultant with an extensive experience in the procurement of information systems will be hired to assist the e-Government Center at the State Chancellery in conducting the technical evaluation of bids received under ICB #7 Procurement of Interoperability Platform.
 
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions) and meet the following minimum qualification requirements:
•    University degree in areas such as computer science, engineering or telecommunications, economics, business administration or related fields
•    Experience with implementation of medium to large IT platforms
•    Knowledge of interoperability-related technologies, such as XML and WS-* standards, SOAP and REST-style services, BPM, etc.
•    Practical experience in the implementation of an Enterprise Service Bus in a medium to large organization would be an asset
•    Familiarity with open source and commercial ESBs
•    Experience with procurement of IT systems – at least 3 projects
•    Experience with the World Bank and other donors financed projects would be an asset
•    Familiarity with World Bank procurement procedures and documents, especially related to the complex IT systems procurement, would be an asset
•    Ability to effectively communicate and write in English

Time Frame: This is a part time assignment expected to commence in July, 2013.
The estimated duration of the assignment is 5 months, while the Consultant’s input will be of approximately 30 working days.
