8 new types of representative powers in MPower to simplify citizens’ interaction with the State Tax Service
The E-Governance Agency (EGA) and the State Tax Service (STS) announce the development of eight new types of representative powers in MPower. The new types of digitized and integrated representative powers in the mpower.gov.md portal aim to simplify citizens’ interaction with the SFS and are aimed at:
1. Submission of income tax statement (CET18)
2. Refund of overpaid / withheld income tax from the natural person
3. Application for the issuance of the certificate on the absence or existence of debts and receipt of the certificate on the absence or existence of debts
4. Application for issuance of the confirmation of income obtained in the Republic of Moldova and receipt of that confirmation
5. Application for the issuance/extension of the entrepreneur’s license and receipt of the respective license
6. Application for issuance of residence certificate
7. Request for the Certificate on the attestation of the income tax paid by natural persons who are citizens or stateless persons, who have obtained the resident status
8. Application for refund of additional income tax from sources in the Republic of Moldova

MPower is an automated information system, which provides electronic signature holders with the possibility to independently grant representative powers to third parties to obtain public services.
The authorization of representation on the basis of electronic signature is a legal act, whereby a natural or legal person (“Represented Person”) authorizes another natural or legal person (“Representative”) to represent him/her and to act in relation to third parties in his/her name and on his/her behalf.
The MPower governmental remote authorization service is free of charge and can be used by all citizens of the Republic of Moldova, including in the diaspora.
To grant an authorization via MPower citizens need an electronic signature. Anyone can choose between a mobile e-signature (provided by Orange or Moldcell) or a USB stick e-signature issued by STISC or in all offices of the Public Services Agency (PSA). Users are encouraged to set up their 2-step authentication, or install the EVOSign app for easy access and authentication, using the e-signature only once.
Soon, this service will also be available in the govermental app EVO.
