E-APL PLATFORM WAS PRESENTED AT THE FORUM DEDICATED TO EMERGING SMART CITIES IN OUR COUNTRY

Representatives of central and local public authorities, together with local and international development partners, representatives of local administrations from Cahul, Ungheni, Strășeni, Edineț, and Călărași Districts met in a forum to discuss initiatives to implement the smart cities concept in the Republic of Moldova. Experts from Romania and the Czech Republic, together with counterparts from the Republic of Moldova, exchanged solutions and lessons learned aimed at harnessing the potential of digital solutions for modernising water supply and waste management services, optimising public transport networks, finding more efficient ways of lighting and heating buildings, as well as ensuring the accessibility of public administrative services.

 

 

Participants at the "Empowering Smart Cities in the Republic of Moldova" Forum noted that the development of technologies offers new opportunities for effective governance, improved services for citizens and the transformation of cities into efficient, comfortable and sustainable spaces.

 

In the context of facilitating the improvement of public services and their digitization, Tatiana Sincovschi, LPA project manager at the e-Governance Agency (EGA), spoke about the e-governance infrastructure, areas of collaboration between the EGA and LPAs, as well as the e-APL Local Public Administration Portal, which is currently under development and implementation. EGA representative also stressed the importance of digitization of local public services and the digital literacy of LPA employees for effective use of digital solutions. 

 

We would like to mention that the development of the e-APL platform is taking place within the framework of the "Modernization of Government Services" Project, implemented by EGA with the support of the World Bank Group.

 

Smart City platforms, under development for Cahul and Ungheni, will host real-time video monitoring systems for road traffic, waste management and public order maintenance. Systems will be implemented to monitor energy consumption and optimise street lighting, along with efficient water metering. Public transport management will be improved through real-time visualisation of urban transport, while facilitating closer and more efficient interaction between local authorities and citizens, thus increasing community involvement. These authorities, together with nine other municipalities, are also participating in the testing of the e-APL Portal and in the process of digitising the services provided at the local level.

 

The "Empowering Smart Cities in the Republic of Moldova" Forum brought together more than 50 representatives of local public authorities from Moldova and Romania, experts and ICT organisations advocating digital inclusion and smart governance.

 

This meeting took place within the "EU4Moldova: Key Regions" Programme, funded by the European Union and implemented by the United Nations Development Programme (UNDP) and the United Nations Children's Fund (UNICEF). The Programme supports smart, inclusive and sustainable social-economic development in the Cahul and Ungheni regions to ensure a better quality of life for citizens.
