MONITORING VISIT TO CUPS IN USTIA VILLAGE, DUBĂSARI
Unified Public Service Centre (CUPS) in Ustia contributes every day to the development and modernization of the locality, managing to serve the citizens of the village and the surrounding area, but also the inhabitants of the left bank of the Dniester who turn to the CUPS office.
On February 14th, 2024, a delegation from the e-Governance Agency, together with experts from the World Bank, conducted a monitoring visit to the CUPS office in Ustia, Dubăsari. Delegation included: Adrian Fozzard, Global Governance Practice Manager, World Bank Headquarters in Washington, representatives of the World Bank Country Office in the Republic of Moldova and representatives of the e-Governance Agency.
CUPS Ustia was inaugurated last year and is located inside the mayoralty of the locality and represents a unified point of access to a wide range of public services (more than 60 services), provided primarily in electronic format, for the whole local community, but also serving citizens from neighbouring localities.
CUPS specialist Elena Grimberg presented to the experts the statistics of the office’s activity, with more than 550 accesses registered between September 2023 and February 2024. The most requested services were those related to the issuance of civil status and cadastre documents, pension reviews, allowances for families with children, the “Ajutor la contor” programme, applications for compensation for the cold period of the year, payment of the compulsory medical insurance premium by MPay, fishing permit, border area access permit, electronic payments, etc.
During the visit, one of the experts was instantly offered a public service on the CUPS premises. The procedure initially included the completion of the Personal Data Processing Agreement, then the service was provided directly. It was also noted that citizens served and assisted by the CUPS specialist were encouraged to complete an anonymous feedback questionnaire on the quality of the service received and to offer suggestions and opinions for improvement.
Due to the location of Ustia, on the right bank of the Dniester, in the immediate neighbourhood of the Transnistrian Region, more and more citizens from the left bank of the Dniester are turning to Ustia for public services, which underlines the importance of this centre for the whole region. Locals describe it as a regional centre where several administrative buildings and public institutions are located, including the Mayoralty, Court, Prosecutor’s Office, Police Inspectorate, House of Culture, Healthcare Centre, gymnasium, kindergarten, passport office and others.
Mayor of Ustia, Maxim Verdeș, emphasized the benefits of CUPS for the inhabitants and the surrounding communities: facilitating citizens’ access to quality public services, which has contributed to the development and modernization of the region as a whole.
Monitoring visits to Unified Public Service Centres in the 100 rural localities of the Republic of Moldova are systematically conducted, including with the participation of representatives of the World Bank, the strategic partner that financially supports the “Modernization of Government Services” Project implemented by the e-Governance Agency.
During his visit to our country, the World Bank representative Adrian Fozzard had meetings with several officials from the Government of the Republic of Moldova, including the Minister for Economic Development and Digitalization, Dumitru Alaiba, and the Secretary General of the Government, Artur Mija. During meetings, the priorities of the Government of the Republic of Moldova for the coming years in the field of digital transformation and the financial support activities of the World Bank were discussed.
