CITIZENS COULD RECEIVE DOCUMENTS FROM PUBLIC INSTITUTIONS VIA CUPS

On 20 June, 2022, Olga Tumuruc, Director of the E-Governance Agency (EGA) and Tatiana Sincovschi, LPA project manager of EGA, visited Peresecina and Chiperceni localities in Orhei rayon, where they got acquainted with the results of the activity of the Unified Centres for Public Service Provision (CUPS), opened earlier this year. At the same time, EGA’s new ongoing project - Concept of the Portal of Local Public Administration of Moldova (e-APL), a document which is at the stage of public consultations, was discussed together with mayors, officials and local councillors from Peresecina and Chiperceni,

 

“The purpose of our meetings in the localities where CUPS Centres have been opened is to collect the views and wishes of officials who interact with people on a daily basis, who are familiar with their needs and expectations regarding the delivery of public services. Then, through streamlining and digitalization, we can improve processes at both local and central level, with the ultimate goal of providing citizens with modern, quality and low-cost public services,” Olga Tumuruc said.

 

The participants in the discussions mentioned that CUPS project is necessary and useful, and villagers appreciate the convenience of accessing public services through the new centres. For example, during February-June 2022, more than 400 people from both localities and the neighbouring villages visited CUPS Chiperceni, where they benefited from more than 100 electronic public services, being guided by the CUPS specialist.

 

At the same time, representatives of the Peresecina and Chiperceni LPAs expressed a number of proposals, such as:

- the possibility of issuing the requested documents in online format, such as cadastral extracts, at the CUPS office, without obliging citizens to go the offices of the Public Services Agency (ASP) to collect the necessary document;

-  better updating by public service providers of electronic platforms, such as the information resources managed by the National Social Insurance Agency (CNAS) on the examination of pension recalculation applications;

- strengthening the capacity of the CUPS specialist position in legal and financial aspects, etc.

 

The E-Governance Agency has been conducting monitoring visits to the Unified Centres for Public Service Provision, in order to evaluate their activity since their inauguration in the framework of the Project Modernisation of Government Services, implemented by EGA with the support of the World Bank Group.
