The Republic of Moldova has received financing from the World Bank toward the cost of the Modernization of Government Services Project and intends to apply part of the proceeds for consulting services.
The objective of the audit of the project financial statements (PFS) is to enable the auditor to express a professional opinion on the project's financial position as at the end of Audit Reference Period (September 1st - December 31st, 2019) and of the income and expenditure for the accounting period ending on that date. The project's books of account provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project.
This assignment is expected to start in April 2020. Subject to Consultant's satisfactory performance and the same rates, the contract may be extended for subsequent years (project closing date June 30, 2023).
The e-Governance Agency of the Republic of Moldova now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (required qualifications and experience of the firm, but not individual experts’ bio data, also name of assignments, implementation dates, description of services provided, beneficiary entities, etc.). The shortlisting criteria are:
The Consultant shall be an Audit firm included in the List of World Bank’s ECA Region Eligible Audit Firms updated as of December 20, 2017, and meet the following qualification requirements:
Company’s general experience
· Experience in auditing donor funded projects comparable in size and complexity;
· Experience with IFAC standards, in particular International Standards on Auditing;
Company’s experience in similar assignments
· At least five (5) years of consistent audit experience with World Bank funded and/or administered projects;
· Experience of auditing at least two (2) World Bank funded projects comparable in size and complexity;
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Least Cost Selection (LCS) method set out in the Consultant Guidelines.
