The Government has requested the World Bank’s assistance for a PAR operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).

The e-Government Center seeks to engage an individual consultant with extensive experience in managing projects in the fields of business process optimization, process re-engineering and software development will be hired by the e‑Government Center to conduct appropriate project management activities for ensuring proper re-engineering and digitization of public services (more details can be found in the attached Terms of Reference).

  • Demonstrated experience in managing development of enterprise-level ICT systems;
  • Familiarity with software development lifecycle, enterprise architecture, cloud computing and SOA concepts;
  • Knowledge of e-Government agenda would be an asset;
  • Experience with development organizations and public-sector reform would be an asset;
  • Excellent communication skills, written and spoken, in Romanian and English;
  • Excellent time-, team-, meeting- and conflict- management skills;
  • Strong self-organization and planning skills;
  • Autonomy and ability to work with minimum supervision;

Time Frame: This is a full-time assignment expected to commence in June 2018 with a three-month trial period. The contract could be extended beyond the original term subject to the Consultant’s satisfactory performance.
