From 2006 to 2013, Moldova modernized its civil service legislation and administrative processes under the Central Public Administration Reform (CPAR), supported by the Bank's administered CPAR MDTF. However, additional efforts are needed to transform Moldova public administration and bring it closer to the EU standards as planned under the action plan for implementation of the Association Agreement with the EU, signed in 2014.
Governance is identified as a cross-cutting issue and interventions are planned to improve the business enabling environment, enhance public administration reform and quality of public service delivery. The Government has requested the World Bank’s assistance for a Public Administration Reform (PAR) operation, planned for delivery commencing in FY17 to 2021, called Modernization of Government Services Project (MGSP).
The e-Government Center seeks to engage an Individual Consultant with extensive experience in the field of communications, public relations (PR), media (including digital media), and citizen outreach to assist the e-Government Center and the State Chancellery to ensure efficient and effective country-wide strategic communication of the objectives, outcomes, activities and benefits of the Modernization of Government Services Project (MGSP).
The e-Government Centre now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
· University degree in areas such as communications, public relations, journalism, social studies or other related fields;
· At least 5 years of demonstrated work experience in communication, media, digital media, in private or public sector;
· Experience in PR, public affairs, advocacy would be an asset;
· Demonstrated skills in drafting and implementation of communication strategies;
· Demonstrated skills in contract management in the field of communication media;
· Knowledge of Public Administration and e-Government issues would be an asset;
· Knowledge of latest trends, approaches and tools to ensure Social Inclusion and Citizen Engagement in corporate or public governance would be an asset;
· Experience with World Bank and other donor-financed projects would be an asset;
· Ability to effectively communicate and write in: Romanian, English and Russian (required).
Time Frame: This is a full-time assignment to be performed during the period September – December 15, 2017 (Project Preparation) and could be extended subsequently under Modernization of Government Services in the Republic of Moldova Project subject to the consultant’s satisfactory performance.
