In order to effectively implement a complex innovative agenda, such as the citizen-centred Modernization of public administrative services, there is a need for relevant capacity and tools for the new service provision pattern, which will be piloted and then scaled up under the "Modernization of Government Services" Project, implemented with the support of the World Bank and the contribution of the Government of Moldova from 25 June 2018 to 30 June 2023.

In this context, on 10 and 11 December 2019, the e-Governance Agency organized a workshop for the governmental public service providers selected for modernization under the batch 1/pilot of the project, and namely: National Employment Agency, P.I. "Public Services Agency" and the National Council for Determination of Disability. 

During this activity, experts in gender equality, social inclusion, human rights, contracted under Component 3 of the Project presented to the focal points of the three selected public service providers and the State Chancellery the following:

  • the draft Methodology for assessment of institutional capacity of service providers
  • the sample Plan for development of institutional capacity for institutional adaptation of the provider to the new model of service provisio
  • the set of methodological tools to ensure social inclusion, gender mainstreaming and citizens' involvement in the modernization and evaluation of public administrative services.

The "Modernization of Government Services in Moldova" Project covers 3 key components: (1) Modernization of services; (2) Digital platforms and services; (3) Implementation of the new service provision pattern at the level of creating and strengthening institutional capacity. 

The project development objective is to improve the accessibility, efficiency and quality of the provision of public administrative services, through a client/citizen centred modernization.
