The rate of accessing electronic public services is constantly growing

The results of the 2019 National Survey on the perception, uptake of and support for e-Governance and Modernization of Public Services by the citizens of Moldova were presented today at the roundtable "E-Governance Experiences in the Republic of Moldova in terms of e-Governance Capacity Assessment". The event was organized by the Faculty of Law of the State University of Moldova and brought together human rights experts and specialists, as well as experts in research and implementation of innovative digital projects in various fields. The discussions focused on the perspectives of assessment of the e-governance capacity in Moldovan public institutions and assessment of the legal regulatory framework applicable in this area.
Adelina Lungu, national monitoring and evaluation expert, participated in event on behalf of the e-Governance Agency, informing the audience about the components of the Modernization of Government Services Project, as well as about the results of the Annual National Survey, conducted by EGA on 22 December 2019 – 18 January 2020 on a sample of over 3 thousand respondents, in 13 geographical regions of the country.
According to the research, the rate of access to electronic public services has been recording continuous growing trends, increasing by almost eight percent compared to 2016. The rate of access to electronic public services is 37.4% of the population that has used public services in general during the past 12 months (both online and offline). The survey also shows that the Internet has been used by three out of four respondents, and one out of five nationals has used a public service in the past 12 months, regardless of how the service was accessed (online or offline).
In conclusion, if both service delivery modes were available, two thirds of respondents would choose the online versus offline mode for accessing public services.
The event was held within the Research and Innovation Project "Modernization of governance mechanisms focused on human rights protection" and is part of the 2020-2023 State Program, the main objective of which is assessing the degree of good governance in the Republic of Moldova and contributing to its improvement through proposals and recommendations.
