MOLDOVAN – TURKISH EXCHANGE OF E-GOVERNMENT EXPERIENCE

Chisinau, October 28, 2011. The E-Government Advisors of the Turkish Prime Minister's Office presented the success stories in implementing e-Government initiatives in their country to the Moldovan e-Transformation Coordinators’ Council. The experience exchange was conducted at a seminar organized by the e-Government Center.
The experts Ramazan Altinok and Ertugrul Akin, members of e-Government advisers’ Group of the Turkish Prime-Minister’s Office presented the way of the electronic services (e-services) operation in their country, their impact on the citizens and the state.
"Implementation of e-Government projects is beneficial for both the state and the ordinary citizen. Firstly, digital services generate considerable cost savings. A good example is the "e-vehicle" project, a program designed for the management of information about all phases of possession of a vehicle. According to research performed by the experts, this electronic service has saved U.S. $ 1 billion in our country. Secondly, e-services increase to the maximum the time efficiency of the citizen and the state official. The citizens no longer need to queue to get information and state officials no longer use paper documents. Finally, the social impact is also extremely important: the government provides services through the internet, which enable direct communication with citizens. Thus, e-government builds an ideal model of service provision by state institutions," said Dr. Ramazan Altinok, Head of e-Government Advisors’ Team of the Turkish Prime Minister Office.
The Knowledge and Training Coordinator of the E-Government Center, Margareta Petrusevschi, says that Turkish example, where over 300 e-Government projects were implemented in 10 years, is an optimistic model worth following. "The workshops are organized to strengthen the capacity of coordinators for e-Transformation in government institutions and to exchange experience and present the best practices. Experience from other countries where e-Government is already at an advanced stage inspires us and we are firmly convinced that implementation of these practices in Moldova will bring considerable benefits to both the ordinary citizens and the state."
The seminar was hosted by the World Bank Office in Chisinau and is part of the training and qualification activities for e-Transformation coordinators of the governmental institutions of the Republic of Moldova. To date, there have been organized seminars and workshops with experts from the U.S., Austria, Estonia, Sweden, Belgium, Singapore and South Korea and India.
