Modernization of Government services - improved accessibility, efficiency and quality of services for citizens

January 18, 2018 - The Government of the Republic of Moldova, in partnership with the World Bank Group, has launched today the Project " Modernization of Government Services" to be implemented by the State Chancellery jointly with the e-Government Center.
The project aims to improve the access, efficiency and quality of the government services delivery through elimination of obsolete services, diversifying of service provision channels , digitization of relevant processes, reducing of number of documents and visits required to obtain a service. Citizens will require a wide range of services only with the ID card required, due to the electronic exchange of data between the institutions; the duration of services provision will be significantly reduced and the level of citizens satisfaction with the services quality and accessibility will be increased.
During the event, the Prime Minister, Pavel Filip urged the authorities to modernize public services by focusing on the needs of citizens. "Citizens should enjoy the needed comfort when applying for public services. The old methods of communication and data exchange are no longer actual in the information age. Electronic Governance means reforming the Governance from a vertical to a horizontal model", said the Prime Minister Pavel Filip.
At least 80 of the Universal Services Centers (CUPS) to be launched in the entire country, at least 21 services to be reengineered, out of which minimum 15 services to be digitized, 5 social inclusion- and gender- sensitive life scenarios to be implemented, a Unique call center to be created, public servants to be trained in citizen-centered service re-engineering and delivery, are just some of the Project’s expected results.
In the implementation phase, emphasis will be made on social inclusion and co-creation: accessibility for all social categories of population, including people with special needs; applying innovative citizen-centered approach through their consultation at various stages of modernization, collecting beneficiaries’ feedback, public institutions and services assessment by the citizens.

We believe that this project will also solve governance issues, and will contribute to increasing the level of citizens’ trust in the public institutions ", stated Anna Akhalkatsi, Director for Moldova, World Bank.
Last week, the Government approved the draft law on ratifying the Financing Agreement between Moldova and the International Development Association and the Loan Agreement with the International Bank for Reconstruction and Development. The Modernization of government services Project with a budget of $22.4 million will be implemented during a 5-years period (2018-2022).
