Methodology for the development of the change management framework is a necessary tool for service providers

On 25-27 November this year, a change management training course was held at the initiative of e-Governance Agency. During the training, the draft Methodology of Change Management Framework Development was presented and debated.
The training was conducted online and brought together about 35 participants, representatives of the PSA, CNAS, the State Chancellery and the e-Governance Agency. The author of the project and the trainer is Gheorghe Ursoi, Deputy Director of the e-Governance Agency who, together with the international expert Keith Ibbertson, spoke about the principles, the success factors of change management, the key components of a Change Program, drafting of the Action Plan for Change, establishing of the mechanism of governance, monitoring, reporting and evaluation of change management, planning of change communication, etc.
The main target groups for the Methodology are the leaders, the managers and the staff of institutions directly involved in and targeted by the change process, as well as external stakeholders who interact with the institution to be subject to change. "We can be successful and achieve sustainable results when we focus not only on economic and technical aspects, but also on behavioural change," Gheorghe Ursoi said.
The training aimed at providing the necessary tools to service providers involved in the process of modernization of public services and management of change processes within the institution, as a result of the modernization of services. The methodology has a universal approach to the change management process and can be applied for the management of change initiatives both at institutional and inter-institutional level in the public sector.
At the end of the training, Gheorghe Ursoi added that all course materials would be placed on the e-Learning distance learning platform and would be available for all those wishing to access them.
The draft Methodology will be presented to the State Chancellery for approval and to all interested institutions. Subsequently, it will be published on the website of the e-Governance Agency. The document contributes to implementing the Public Administration Reform Strategy for the years 2016-2020, and its development is part of component 1.2 of the Modernization of Government Services Project (MGSP).
