On January 28, 2019, was held the 2nd meeting of the Modernization of Government Services  and e-Government Transformation Coordinating Council. The Council members discussed the results of the horizontal inventory of government services, the list of services and service providers, life scenarios and the next service package to be re-engineered.

At the opening of the meeting, Adrian Ermurachi, Deputy Secretary of the Government and President of the Council said: "Today's meeting is a good opportunity to see what is the horizontal inventory of public services shows us, and to agree jointly on the list services to be re-engineered on a priority basis".

Mr. Vlad Manoil, Head of Projects and Products Management Unit at the E-Governance Agency, presented the public services inventory results, the purpose of the feasibility study and key insight about the re-engineering process of the three services.

" The Inventory of public services is the most complex exercise that has been done so far under the Modernization of Government Services Project. We managed to evaluate around 800 potential administrative services and about 120 institutions, a process that lasted 9 months. Finally, around 600 administrative scenarios offered by 64 service providers, as well as 20 life scenarios, were identified. In addition, there have been identified about 50 recommendations for the optimization and/or elimination of outdated services", said Vlad Manoil.

Reengineering of public services is one of the core activities of the Modernization of Government Services Project implemented by the E-Governance Agency with the World Bank Group support. Thus, four working groups were set up within the four institutions managing the first 3 administrative services to be re-engineered. Institutions' representatives were trained in business process optimization and the citizen-centered service delivery model.

"We have assessed the level of expertise, the professionalism and beneficiaries perception of each of the three services. Similarly, a document that reflects the current status of each service ("AS IS map" in the specialized terminology) has been developed. In short term, jointly with the service providers, new processes will be designed, optimized through citizen approach and elaborated proposals for amending the regulatory framework and transition plans to the new service delivery model", pointed out Eugeniu Ursu, E-Governance Agency Director.

As a result of the government service horizontal review, six other prior services were identified to be re-engineered. This list will be submitted for review and approval to the National Council for public administration reform , and as a result of decisions taken, the list of approved services will be made public. In order to streamline the working process, the  Council memebers proposed to the approve the services nomenclature through a Government Decision.

Public Services Inventory, Feasibility Study on the Establishment of Unversal Service Provision Centers (USSP) and the re-engineering of the first three administrative services (Unemployment, Disability and Driving License) are implemented activities under the  Modernization of Government Services Project implemented by E-Governance Agency and funded by the World Bank Group.
