eGovernment in the Spotlight of Government and the World Bank

A meeting to discuss foreign assistance projects related to electronic government and modernization of public services in the Republic of Moldova took place between the General Secretary of Government Tudor Copaci and the World Bank Country Director for Moldova Alex Kremer. The meeting was also attended by the Executive Director of E-Government Centre Iurie Turcanu, officials from the State Chancellery and the World Bank team responsible for the assistance provided to the Republic of Moldova for modernizing the government services.
The participants in the meeting mentioned that the “E-Government Transformation” Project is being successfully implemented in the Republic of Moldova and the benefits for the people this project brings are remarkable. Through Public Services and Open Data government portals, there have been developed electronic public services, such as e-Bill (e-factura), e-Visa (e-viza), e-Integrity (e-integritate), e-Applications (e-aplicații) for judiciary record (e-cazier) and Business Licensing (e-licențiere), e-Registration (e-înregistrare) in the social and medical insurance system, and in the registers and government documents administration system, etc.
Given the fact that the project will be completed by the end of the current year, the participants highlighted the importance of insuring sustainability of the reforms started in this area, including by “Modernization of Government Services in the Republic of Moldova” Project, which is a successor of the “E-Government Transformation” Project.
Alex Kremer spoke about the main objectives of the new project and its impact on the society of our country. As stated by the World Bank Country Director for Moldova, the main goal of the “Modernization of Government Services in the Republic of Moldova” Project is to improve the public services by applying information and communication technologies. The Project implementation will also contribute to ensuring the efficiency of and transparency in providing public services, while the digitisation or re-engineering of operational processes will allow the public services to be more accessible to all the citizens.
In his turn, Tudor Copaci mentioned that the Executive has set these priorities in the Draft Public Services Modernization Action Plan, which is currently in process of coordination and will be approved by Government.
The interlocutors also discussed about the Grant Agreement between the Government in Chisinau, the International Bank for Reconstruction and Development and the International Development Association, in total amount of 247 thousand dollars, which aims to ensure appropriate conditions for the successful implementation of " Modernization of Government Services in the Republic of Moldova " Project.
