EGA ensures the continuous modernization of government data and interoperability platforms

The process of modernization and improvement of the Government Data Portal (date.gov.md) and of the MConnect Interoperability Platform is continuous in the era of technological development. Moreover, in the current pandemic, the use of digital platforms exceeds the level of an option and becomes mandatory to ensure the efficient work of public authorities. The e-Governance Agency (EGA) proposes efficient and viable solutions in this regard.
In this context, the Parliament of the Republic of Moldova has recently voted on the draft amendment to some normative acts, making it compulsory for public service providers to exchange information through the MConnect interoperability platform. Another decision of the authorities, becoming effective today, 1 December 2020, excludes the issuance of hard copy information/certificates by CNAS to other institutions requesting such information. Therefore, the citizens provide personal data to public authorities only once, and public institutions use this data to provide government services. This is due to the interaction of state institutions on a joint data exchange technological platform - MConnect, created and maintained by the EGA.
The eighth LIVE event with the e-Governance Agency within the Communication Campaign "10 years of e-Governance in the Republic of Moldova" was dedicated to the data system and the data organization and access.
During the event, Olga Tumuruc, Head of the Data Exchange and Interoperability Service and Igor Arama, Legal consultant, spoke about the infrastructure of government data and interoperability platforms, system organization, data exchange procedures and the legal framework enabling access to data of public interest.
"The interoperability system is the technological solution allowing an alternative for accessing and requesting data in a modern and automated way, without the citizens having to play the role of a postman. The challenges leading to the creation of a new model and the interoperability framework include the lack of communication between institutions, financial obstacles and technological issues", Olga Tumuruc said.
Igor Arama spoke about the legal framework governing access to information and presented the procedure for connecting to and/or exchanging data, the legal framework, but also the exceptions applicable in data access. According to him, in the current pandemic, there has been an increase in the number of requests for data access and use, offered by the MConnect Interoperability Platform.
