The State Chancellery is seeking: PROCUREMENT ASSISTANT (PIU) LOCAL CONSULTANT for Moldova Governance e-Transformation Project
The Government, recognizing the need to use Information and Communication Technologies (ICT) as a crosscutting enabler of sustainable growth, competitiveness and improved governance, has requested the World Bank’s assistance to enable the e-Transformation of Moldova. The Governance e-Transformation (GeT) project is designed to increase efficiency and quality of a selected range of public services to citizens and businesses and improve management of ICT in the public sector. The project is aimed to benefit all users of Government services in Moldova. It has two main components, specifically: (1) Support for e-Governance Center and Enabling Environment; and (2) Shared infrastructure and e-Services.
The key objective of this assignment is to assist the State Chancellery during the Moldova Governance e-Transformation Project (IDA loan) implementation process.
Responsibilities:
Assist the PIU with administrative aspects of Project implementation activities; Ensure travel arrangements for the eGC staff while travelling outside the country (reservations of tickets, accommodation, visa facilitation and other logistical arrangements); Assist the Procurement Specialist in carrying out procurement activities for the Project in accordance with the World Bank procurement rules; Assist the PIU in setting up a record keeping system for all prior review and especially post review contracts;
The State Chancellery now invites individual consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions,) and meet the following minimum qualification requirements:
- University degree in areas such as management, economics, finance, law, foreign languages and other related field.
- Minimum of two years relevant experience within WB projects.
- Experience within the private sector, projects or international institutions (IMF, UNO, EBRD, EIB) is desirable
- Knowledge of World Bank Procurement Policies and Procedures would be an asset;
- Excellent knowledge of the Romanian / English / Russian languages (spoken and written).
- Computer proficiency (Windows, MS Office, Internet Explorer).
Time Frame: This is a full time assignment expected to commence in February, 2013. The contract will be signed for a period of 11 months with a probation period of three months, and could be extended beyond the original term subject to the consultant’s satisfactory performance and same fee rate.
