The Republic of Moldova has received a credit from the International Development Association (IDA), toward the cost of the Governance e-Transformation Project, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include provision of support to the Ministry of Information Technology and Communications by performing the Regulatory impact assessment of the draft law on Information technology (IT) industry parks. The performed assessment shall serve as the basis for the draft law promotion and will join it at the approval, public consultation, Government approval and adoption by the Parliament.
The State Chancellery now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are:
-Experience in the last three years on a similar project (development / foundation of program / policy, development / analysis of strategies);
-Professional experience in assessing the economic, financial and social impact / cost-benefit analysis;
-Professional experience in institutional design;
-Demonstrated experience in the ICT industry consulting, including in the regulations;
-Demonstrated expertise in the field of tax framework and related legislation in Moldova.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 edition (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
